Yes. Jesus went into Hades and came out, making a way out of Hades for himself and for anyone. Jesus goes into Hades as the gentle healer who will eventually be the great Judge. When Jesus the Judge says someone is forgiven, all charges against them are dropped. They have no more need to be in remand prison. The guards have to let them go.
Everyone in Hades has to recognise the harm they have done and seek the forgiveness and the future of Jesus. The way to Paradise for people in Hades is the same as the way to Paradise for people in this life.
